While others may be impacted intellectually, and retain most of their physical abilities. Of course in worse cases they are affected to large degrees in both capacities. The cause of CP is most commonly believed to be damage or trauma to certain portions of the brain relating to the decline which will later follow in the babies' characteristics and lack of specific abilities we as human have, like the ability to walk and talk, and other basic things.

In other words a child not being able to talk due to CP, may have incurred damage to the part of the brain that controls this function.
